Abstract
The rising digitization of corporate assets offers state administrations and authorities an unprecedented precision of information at the cost of an ever-increasing processing complexity. For example, the ARCEP, which regulated the deployment of the French optical fibre network, has to process the network depiction coming from several companies to take decisions. For a state administration, this new data processing skill represents three new fields of study: data collection, data synthesis and data exploitation. In this paper, I study the scope of each, applied to the regulation of the French optical network deployment. In order to leverage data, and use it as a regulatory argument, the administration has to refine data in-house. It, in turns, requires both technical expertise and on-field knowledge, as the three case-study show.
